The US Postal Service says that it needs a 2-cent per standard first class letter (and other increases in other areas) because it's pension used to be over-funded and congress let them ( in 2003) fund it more accurately, but forced them to keep the extra money (3.1 billion dollars annually) and put it into an escrow fund (in case the pension estimates were wrong)
The USPS says that if congress says "you can keep the extra money" instead of putting it into and escrow fund that they'll rescind the request for and increase.
Maybe congress will let the USPS keep this year's and last year's money and we can have a 2 cent per standard first class letter decrease in postage.
